A. December Report for CCAT
Background: The report provides information about how the budget was implemented for CCAT for FY2019.

7. OLD BUSINESS

A. Appoint Director for Position 6 to the Board
Background: In the event of a vacancy on the Board, the vacancy shall be published as soon as possible for the term of one week in a newspaper of general circulation in Coos County, Oregon. The Board will then review applications from all citizens meeting the minimum qualifications, required by law or other authority, decide whether interviews are appropriate, select and appoint one of the applicants to fill the unexpired term created by the departing member. If none of the applicants prove satisfactory to the Board, it may republish the vacancy or fill the position by appointment from the citizenry at large.
Recommendation: Nominate and vote to appoint one of the candidates to fill the Board vacancy.

B. Update on the Property Deed for Ocean Blvd

8. NEW BUSINESS

A. Resolution 2020-43: Health Reimbursement Arrangement
Background: A full time exempt employee upon completion of 30 consecutive days is eligible for the HRA up to $9,600 annually.  This benefit is comparable to SCBEC’s healthcare benefits which range for the employer paid portion of the coverage from $7,421 to $15,525 depending upon the coverage selected.
Fiscal Impact: The maximum coverage annually will total $19,200 for the two exempt employees.

B. Grant Applications for Rolling Stock and Any Needed Supporting Facilities
Background: The three (3) grant opportunities below (see Grant Chart) are currently available to replace old vehicles or to purchase new Low or No Emission vehicles. The deadline to submit applications for two of the grants is six (6) days before our next scheduled CCATD meeting. The deadline to submit the application for the third grant is two (2) days after our next scheduled meeting.
Fiscal Impact: The required local match will be pulled from STIF and will be included in the FY 2020-2021 Budget and Multi-Year Capital Plan for Bus Related Projects.
Recommended Motion: Authorize staff to submit applications for any/or all of the three (3) grants as determined by the General Manager to be appropriate.

C. Black History Month Event at Coos History Museum
Background: The Coos History Museum is having an event on Saturday, February 29, 2020 beginning at 10 am. They have requested assistance with moving passengers to and from the event.  Our Weekend Express bus provides service in the area at the general time of the event. It may be possible to move passengers to and from the event with only a slight deviation in our route.
Fiscal Impact: The opportunity to market our service to the general public exceeds the potential revenue from a single day.
Recommended Motion #1: The Board of Directors authorize staff to deviate the Weekend Express bus to provide service to the Black History Month event if doing so will not cause an unreasonable change to the regular schedule. 
Recommended Motion #2: The Board of Directors waive all fixed route fares on Saturday 2/29/2020.

9. GENERAL MANAGER REPORT

A. Technology Assessment
Background: The Assessment was prepared by Full Path Technology & Trillium Solutions and funded by ODOT.
